Brazil's Chamber of Deputies has approved Bill No. 6133/25, advancing strategies to establish the Federal University of Sport called 'UFEsporte'. a Brasília-based public organization dedicated to sport science and high-performance development.

Under the proposition, part of the university's financing will be sourced from incomes produced by Brazil's fixed-odds betting market, administered by the Ministry of Sport (MESP). The procedure marks another instance of Brasília linking the recently regulated betting sector to targeted public policy efforts.

The bill was submitted by the Executive Branch on 3 December 2025. Congressman Julio Cesar Ribeiro acted as rapporteur and presented modifications to the original text.

According to Agência Câmara de Notícias, Ribeiro removed referrals to "misogyny, racism and gender" from a section outlining the university's goals in addressing social issues in sport.

Government leader in the Chamber, José Guimarães, framed the task as an enduring need of Brazil's sporting community.

" This has actually been discussed for a long period of time. Brazilian professional athletes have regularly required a university committed to sport, both as a centre for athlete advancement and as a body capable of shaping nationwide sporting standards across disciplines," he mentioned.

Opposition legislators, including Alberto Fraga and Julia Zanatta, criticised the proposal as "electoral and populist", arguing that the federal government needs to prioritise stabilising existing universities before releasing brand-new ones.

The costs will now move to the Federal Senate for more consideration. According to the legal text, UFEsporte will focus on:

- Training specialised specialists efficient in handling public sports policy;
- Developing know-how in the administration of sports organisations and high-performance professional athlete preparation;
- Promoting scientific and technological research applied to sports governance and elite training;
- Advancing equity in sport, consisting of greater exposure and financing for females's disciplines;
- Expanding accessibility and inclusion for individuals with impairments, with a focus on Paralympic sport; and
- Combating violence and discrimination within sporting environments.

Beyond wagering earnings, the federal government plans to support UFEsporte through property transfers, partnership agreements with national and worldwide institutions, and extra supplementary .

The proposal further strengthens the growing policy linkage between Brazil's regulated wagering framework and federal financing initiatives - a style most likely to stay central as the market continues to mature in 2026.

The creation of UFEsporte comes against a backdrop of significant financial recalibration for Brazil's online gaming program. At the close of 2025, Congress and the Senate approved amendments to the federal tax framework, increasing the levy on online video gaming gross video gaming profits from 12% to 15% as part of a broader restructuring of the sector's fiscal responsibilities.

Meanwhile, the Senate has actually returned from its summertime recess to advance discussions on a standalone federal law governing gaming marketing. Lawmakers are presently examining propositions that range from tighter marketing controls to a sweeping prohibition on wagering marketing and sponsorship.
